Eugene has a Sustainability Commission, which recommended that the city develop a Climate & Energy Action Plan by August 2010, with lots of public engagement. Tom Atlee and i are supporting the public engagement process. There's a lot of work to do now, and a kick-off event in September followed by six topic-based ones. We hope to instigate additional self-organized events that connect/galvanize people generally, and feed into the drafting of the plan.
